THE STUDENTS’ COMPETENCE IN USING SIMPLE PAST TENSE IN WRITING AT ENGLISH EDUCATION STUDY PROGRAM OF KHAIRUN UNIVERSITY

The urgency of law enforcement cannot be ignored, because it aims to realize
justice and maintain order in society. If law enforcement is not carried out firmly,
then human rights violations and crimes will occur more and more.
Domestic violence has long existed in many households around the world,
including in Indonesia. The fact that this incident has been almost unheard of for so
long is more due to the public belief that domestic violence is a household problem
that should not be discussed openly.
The purpose of this study is to determine the law enforcement carried out by
the women and children's service unit and to determine the obstacles faced. In this
study, the author uses an empirical research type. This type of research presents data
with field facts or what is currently happening and then analyzed using qualitative
descriptive.
From the results of the research conducted, the author found that the law
enforcement process carried out by the women's and children's service unit had been
carried out in accordance with Law Number 23 of 2004 concerning the Elimination
of Domestic Violence, but in practice the women's and children's service unit of the
Ternate City Police Criminal Investigation Unit experienced several obstacles.
The obstacles experienced by women and children's service units in the law
enforcement process are factors from the law itself, factors from the victim, and
internal factors.
